Most car hire desks at Heathrow set a standard minimum age of 23 to 25, but Hertz and Europcar will rent to drivers from 21 for an extra young driver surcharge, while Enterprise does not offer a young-driver option at all and requires every renter to be 25 or over. The surcharge itself varies sharply by operator, from under £20 a day to nearly £80 a day on some Europcar bookings. These are UK-wide rental terms that apply at the Heathrow car hire centre the same as anywhere else; always confirm the exact age and fee for your booking at checkout, since it depends on your age, the vehicle group and the length of hire. Checked against each operator's own published UK rental terms, October 2026.
Minimum age and young driver surcharge, by operator
| Operator | Standard minimum age | Lowest age with surcharge | Young driver surcharge |
|---|---|---|---|
| Hertz | 25 | 21 | From about £61.43/day (up to £430/week, capped around £1,720 per rental), on most standard vehicle groups |
| Europcar | 22 | 21-22 depending on group | Mandatory for hirers aged 25 and under, up to £79.00/day |
| Avis | 23 (UK) | Under 25 pay a surcharge | Varies by age, vehicle group and location; shown at booking once you enter your date of birth |
| Enterprise | 25 | No young-driver rental option | Not offered; drivers aged 19-24 are directed to the separate Enterprise Car Club membership service instead |
Rates and ages above are each operator's general UK rental terms, not a Heathrow-specific tariff, since car hire pricing and age rules are set nationally and applied the same way at every UK location, including the Heathrow car hire centre. Figures move, so treat them as a guide and check the exact fee shown at checkout for your dates and vehicle.
Why the surcharge exists
Operators describe the young driver surcharge as standard industry practice to cover the higher insurance cost of renting to younger, less experienced drivers. It's charged on top of the normal rental rate and any protection products you add, rather than being a one-off fee.
What else young drivers need
Across operators, a few conditions come up repeatedly for renters under 25:
- Licence held for at least a year. Hertz and Avis both specify this; a newly passed driver may not qualify even if they meet the minimum age.
- A credit card in the renter's own name. Most operators require this for the deposit, rather than a debit card.
- Vehicle group restrictions. Larger vehicles, including full-size MPVs, premium cars and vans with a tail lift, often carry a higher minimum age (30 at several operators) regardless of the young driver surcharge.
If you're not eligible for a young driver surcharge
Enterprise's standard UK rental requires every driver to be 25 or over, with no under-25 option at its regular locations. If you're 19 to 24 and specifically want an Enterprise vehicle, their separate Car Club membership service, a different product to a standard airport rental, is aimed at that age group instead. If you're under 21 entirely, none of the major operators above will rent to you in the UK regardless of surcharge.
